Decentralization in Madagascar aims to bring administration closer to citizens, improve public services and promote balanced territorial development. This observation leads us to pose the following problem: “Why are communities unable to improve their financial performance despite the various economic and natural potentialities? ". Thus, the overall objective essentially aims to evaluate the performance of rural communities in Lalangina district. The specific objectives consist of: characterizing the community performance of the CRs in the Lalangina district; profile the RCs in relation to their respective financial performances. Two research questions arise from this main question: what is the performance of rural communities in Lalangina district? What is the profile of the CRs in relation to their respective performances? The hypothesis suggests that poor and non-homogeneous performance characterizes rural communities. The characteristics relating to the performance of rural communities will then be examined, hence the following expected results: the financial behavior of rural communities will be determined; and rural communities will be classified according to their performance.
