The legal framework for hygiene and sanitation in Bamako and the obstacles to its application.

Abstract

In Mali, the hygiene and sanitation sector is facing enormous difficulties, including non-compliance with the texts governing the sanitation sector.  The aim of this article is to examine the obstacles preventing stakeholders from complying with the texts governing the hygiene and sanitation sector. Above all, it aims to understand the difficulties involved in complying with these texts. This study is essentially based on a qualitative approach. We conducted semi-directive interviews with actors at institutional and local level in the district of Bamako. A total of 36 interviews were conducted. The sanitation sector has undergone reform since independence.  Until the creation of the national board of sanitization and contamination control and disturbances, the Ministry of Health, through the Hygiene Department, was responsible for the hygiene police. Non-compliance with sanitation legislation is due to social constraints, political stakes, lack of financial resources and lack of initiative on the part of technical services.
